The Challenge
Managing USCG SIP Compliance on Paper Across a Multi-Vessel Ferry Fleet
Fire Island Ferries has operated commercial passenger ferry service between Bay Shore and Fire Island since 1948 - a multi-vessel operation with a deep regulatory history and a compliance workload to match. Dave Anderson, General Manager and Director of Operations with more than 40 years at the company, has lived that complexity firsthand.
For years, the company managed its US Coast Guard Streamlined Inspection Program (SIP) - a self-monitored but Coast Guard-supervised compliance framework for commercial passenger vessels - entirely on paper. Every vessel inspection, every deficiency correction report, and every compliance record was documented by hand. As Dave puts it: "We are, in my opinion, a very overregulated industry. And part of those challenges is trying to get through a lot of the legislative and regulatory issues that we're confronted with on a yearly basis."
The paper-based system wasn't just slow - it was a genuine operational risk. Compliance records were difficult to track, errors were easy to make, and keeping pace with evolving Safety Management System (SMS) requirements while managing a multi-vessel fleet and a lean labor pool left almost no room for inefficiency.
The Solution
Vessel Vanguard's Digital SMS and SIP Platform Transforms Compliance Operations
About 15 years ago, Fire Island Ferries implemented Vessel Vanguard - replacing their entire paper-based SIP and Safety Management System workflow with a fully digital compliance platform. The transition delivered real-time inspection tracking, centralized digital record-keeping, and a far more manageable compliance workflow across the fleet.
The results were immediate and measurable. Deficiency correction reports dropped from an average of 15 per vessel down to just 2-3. Dave attributes the improvement directly to the consistency that digital inspections enable: "Vessel Vanguard helps us stay proactive from a safety aspect and an inspection aspect. And if you're doing consistent inspections using Vessel Vanguard's program and the Streamline Inspection program, your number of deficiencies decreases drastically over time."
Beyond the inspection workflow, Fire Island Ferries partnered closely with the Vessel Vanguard team to develop and integrate their flagship US Coast Guard-approved SMS program directly into Vessel Vanguard 360. That collaboration helped shape the platform's passenger vessel and small passenger vessel compliance module now used by commercial operators across the industry. As Dave notes: "Vessel Vanguard has taken the bull by the horns when it comes to SMS and the platform that they are running."
The result is a commercial ferry operation that doesn't just meet USCG compliance requirements - it sets the standard for how digital safety management should work in the passenger vessel segment.
From Wooden Ferries to Digital Safety Standard: The Fire Island Ferries Story
Fire Island Ferries was founded in 1948 by Ed Mooney, who began the company after moving to Fire Island at sixteen, operating a fleet of wooden ferries converted from Navy PT Patrol Boats. Over the decades the company grew, built its first steel ferry in 1976, and continued expanding and improving its fleet through to 2018. Today, under owner Timothy Mooney, Fire Island Ferries remains one of the most recognized commercial passenger ferry operations on the East Coast.
Dave Anderson has been part of that story for more than 40 years. In that time, he's watched the industry change dramatically - and safety has led the charge. Roughly 15 years ago, Dave enrolled Fire Island Ferries in the US Coast Guard's Streamlined Inspection Program (SIP), a self-monitored compliance framework for commercial passenger vessels. At the time, everything ran on paper. It worked, but it was slow, labor-intensive, and difficult to scale across a multi-vessel fleet.
The decision to adopt Vessel Vanguard marked a turning point. "Implementing technology has helped not only Fire Island Ferries, but the industry as a whole," Dave says. The platform didn't just digitize existing processes - it transformed them. Inspections that once generated stacks of paper correction reports now run through a streamlined digital workflow, with real-time updates accessible from anywhere.
Working closely with the Vessel Vanguard team, Fire Island Ferries became instrumental in developing the SMS and SIP compliance module now used across passenger and small passenger vessel operations industry-wide. It's a partnership Dave speaks about with genuine pride: "I have complete faith and trust in Vessel Vanguard 360. They have been extremely instrumental in helping me put together our program."
For a commercial ferry operation with Fire Island Ferries' history and regulatory complexity, that kind of trust isn't given lightly. It's earned - inspection by inspection, season by season.
